COTABATO (Philippines) - AN IMPROVISED explosive ripped through a barber shop in the southern Philippine city of Cotabato on Monday, wounding two people including a local official, police said.

One of the two casualties - a civil servant who works for the budget office in the nearby municipality of Sultan sa Baronguis - escaped unharmed from a similar attack in the same place earlier this year, city police commander Chief Inspector Abdila Unggi said.

The injured official was not identified by name and it was not known if he was the target of Monday's attack.

The unknown attackers used a bomb fashioned out of a mortar shell, Mr Unggi told reporters.
