THE second man in the Linair Technologies case was jailed nine months on Thursday for corruption and cheating.
Anthony Lim Tiong Teck, 35, a former regional sales manager of Phoenix Controls Corporation, admitted to accepting $111,981 from listed Linair's then chief executive officer Tommy Oh Boon Hua in return for his help to clinch the Biopolis project in February 2005.
Between Aug 1, 2003 and Jan 31, 2004, he conspired with Oh, Lim Niann Tsyr and Lee Boon Ping to cheat American multi-national corporation Honeywell into paying $21,445 for fictitious supplies of goods.
He also admitted to deceiving Oh into believing that Niann Tsyr, then Honeywell's operations manager, had sought a US$30,000 bribe when this was untrue.
Niann Tsyr, 40, has since served his 10-month jail sentence.
Deputy Public Prosecutor Diane Tan said in September 2002, Honeywell, a subcontractor for a project at Biopolis, engaged Phoenix to supply, deliver, instal, test and commission a laboratory's air-flow control system at Biopolis.
Biopolis is a biomedical research and development complex at North Buona Vista Road.
In June 2003, Niann Tsyr asked Lim if there were any money-making opportunities.
Lim said if Niann Tsyr could convince Honeywell management to allow Phoenix to sub-contract its job to a local representative appointed by Phoenix, he would be able to reward him duly.
Lim estimated the job to be worth US$935,000. He told Niann Tsyr that the local representative to be appointed would be Linair.
Niann Tsyr agreed and wanted US$100,000 in return for his help.
Lim then approached Oh who agreed to the proposal and set up a company called Integrated Solutions Engineering to clinch part of the Biopolis project.
On Lim's recommendation, Phoenix appointed Linar/Integrated Solutions as its new local representative.
At the same time, Niann Tsyr persuaded his management to use Linair as the sub-contractor.
Subsequently, two contracts worth US$935,000 were officially signed between Honeywell and Linair/Integrated Solutions for the Biopolis project.
Four other charges were taken into consideration.
