CALLING his conduct disgraceful and highly damaging to the reputation of the police force, a District Judge sentenced sergeant Phua Jun Yang, 25, to three months jail on Wednesday for having sex with two women, aged 23 and 24, who were under drug supervision.
Phua was also fined the maximum $2,000 under the Official Secrets Act (OSA) for divulging confidential information to one of the women.
Between Dec 5, 2006 and Jan 5 last year, Phua also approached three other women undergoing drug supervision to be his girlfriends.
These charges of getting their telephone numbers and another OSA offence were taken into account for sentencing.
'When these drug supervisees report at the police station for their urine tests, there is an inherent power imbalance between them and the officers on duty there,' said Judge Jasvender Kaur.
Phua's conduct was 'utterly wrong and an abuse of position and trust' as the women were vulnerable and may have been seeking favours from him, she added.
