Molester gets 2 years, 8 strokes

A 38-YEAR-OLD man was given the maximum two years' jail and eight strokes of the cane on Tuesday for molesting a nine-year-old girl. Emil Kuah Kuan Boon, a web designer and church volunteer, pleaded guilty to touching the girl's private parts at a church on July 14 last year.

This is not the first time Kuah has been convicted. In 2003 he was jailed for six years and given the maximum 24 strokes of the cane for molesting numerous victims in a school.

On Tuesday, Deputy Public Prosecutor Royce Wee said the victim waited for Kuah outside the classroom after a bible study class as he said he had a secret to tell her.

He took her to the third level of the building and asked her to sit on his lap.

He told her that if she had a boyfriend in future, this was what her boyfriend would do to her.

He then molested her. The victim told him to stop. He asked her to keep their encounter a secret.

But she told her mother when she came to pick her up. A police report was made.

Community Court Judge Bala Reddy ordered the repeat offender to undergo two years' police supervision after his release from prison. He also insisted that Kuah personally present himself and inform a policeman where he lives and of any change of address.

And should Kuah be absent for more than 48 hours from home, he has to notify the policeman personally. He also has to keep them informed of his job.
