AN UNEMPLOYED man was charged on Tuesday with rubbing himself on the back of a three-year-old girl and damaging a lock-up's padded floor.

Royston Teo Wee Sing, 30, is accused of commiting an indecent act at a playground in Tampines on Aug 19.

He allegedly peeled the padded flooring of a cell in Bedok police division's lock-up on Monday.
