Details on Mas Selamat's escape today

Home Affairs Minister Wong will give a full account in Parliament on Monday of how terror fugitive Mas Selamat Kastari escaped from the Whitley Road detention centre on Feb 27.

In his ministerial statement to the House, Mr Wong will likely detail the findings of a Committee of Inquiry on how the Jemaah Islamiah leader broke out of the high-security facility and what has been done to deal with the lapse. He will also give recommendations on how such an escape can be prevented.

The three-member committee chaired by former High Court Judge Goh Joon Seng, which was formed last month to investigate the escape, will also release its report on the escape, which sparked an extensive island-wide manhunt and tightened security at the checkpoints for several weeks.

Prime Minister Lee Hsien Loong is also scheduled to make a ministerial statement on 'Government Responsibility', according to the Order Paper for Monday's Parliament sitting.

Several Cabinet ministers have come out in the past few weeks to admit that the escape was a blow to Singapore's security forces, but maintained that one incident like this should not mar years of good work by the security agencies.

Mas Selamat, 47, led the local JI network but evaded a 2001 dragnet that nabbed 13 JI members here by fleeing to Indonesia.

The Indonesian authorities caught and handed him over to Singapore in 2006.

His escape in February has resulted in public criticism of Singapore's security agencies, prompting Deputy Prime Minister S.Jayakumar to point out this week that one incident should not overshadow the Home Team's work in keeping Singapore safe.

Five MPs, including all three opposition members, have filed eight questions on Mas Selamat's escape for Monday's sitting.

Mr Chiam See Tong (Potong Pasir) wants to know how it was that a top terrorist leader whom Singapore and Indonesia had taken great pains to apprehend could escape.

Dr Teo Ho Pin (Bukit Panjang) and Mr Low Thia Khiang (Hougang) want an update on the ongoing manhunt for Mas Selamat.

Dr Teo, who chairs the Government Parliamentary Committee for Home Affairs and Law, will ask if more can be done to get the community to be more vigilant and alert, and what is being done to prevent congestion at land checkpoints.

'I hope we find out what the weaknesses are but, more importantly, what further action is being taken to strengthen our security system, and what are we going to do now that Mas Selamat is still at large,' he said. Mr Low wants to know the estimated cost of the massive manhunt, and if investor confidence and Singapore's reputation abroad have been affected by the escape.

Madam Ho Geok Choo (West Coast GRC) will ask what measures are in place to prevent a recurrence. Non-Constituency MP Sylvia Lim will ask the Prime Minister what the Government's approach is 'to taking responsibility for major lapses in government functions such as the escape of high-risk terror suspect Mas Selamat'.
