Singapore's Prime Minister Lee Hsien Loong takes on questions after making his ministerial speech this afternoon in Parliament.
PM Lee answers questions from NMP Eunice Olsen. Here are excerpts from PM Lee's reply:
Who is responsible for extending lease and renovation works that altered the security system; who approved funding for such works?
"I do not know which officials specifically were responsible for each of the decisions. I assume that this would be done inside ISD and I'm sure it must have been discussed at many levels because to think think about renovating the detention centre., to upgrade it and to think about moving it. These are not decisions which can be just done at the lowest level."
Should someone have asked if the renovation works affected the security system and are we risking more complacency by drawing the line for responsibility just short of those who ought to have come up with the important questions?
"Were they the right decisions to renovate and upgrade? Yes. Was it implemented perfectly? Obviously not. There was a flaw in the implementation, in the grille, the fence and in the way the routines were set and the minds that did not get changed, these would now have to be put right.
"Will everybody who was involved in the renovations, would have to be deemed culpable? I don't think that is wise. Will we be complacent because we have to draw the line somewhere? I don't think so."
