1. MORE INVESTMENT FOR INFRASTRUCTURE:
Mrs Sanyal says Mumbai is in a state of decline and desperately needs a comprehensive master plan to reclaim and restore it. She is advocating a plan prepared with the help of management consultants like McKinsey.
2. RADICALLY IMPROVED PUBLIC TRANSPORT SYSTEM:
She wants to improve Mumbai's public transport system. Every day, six to eight million commuters ride its local trains and four to five million people use the public buses. The commuter system is efficient but is neither comfortable nor safe. Mrs Sanyal is calling for a subway system, the use of waterways like in Hong Kong and one-way streets.
3.STRONGER SECURITY:
She says the Mumbai terrorist attacks of Nov 26 last year show how deep and wide the city's defence and security faultlines run. She wants measures like electronic coastal security, two NSG units for the city, a central distress calling number like 911 and modernisation of the fire brigade.
4. SYSTEMIC REFORMS THROUGH THE NAGARA RAJ BILL:
The Nagara Raj Bill is a critical and invaluable piece of legislation to empower citizens at the neighbourhood level. It will devolve control and authority to the residents of India's cities through the creation of Area Sabhas (in the manner of rural panchayats), making the cities' elected and appointed representatives wholly accountable to the people.
Mrs Sanyal wants this bill to be passed in its entirety and with absolutely no dilution.
5. DIRECTLY ELECTED AND EMPOWERED MAYOR:
She says Mumbai needs a directly elected and fully empowered mayor, claiming that, as was evident on 26/11, no one is in charge of the city. She feels Mumbai needs a chief executive who is directly elected and who is wholly accountable to its citizens.
