Singapore shares 3.06 percent higher in early trade

>SINGAPORE - Singapore shares were 3.06 percent higher in early trade Tuesday after the US government bailout of banking giant Citigroup helped spark a powerful rally on Wall Street. The blue-chip Straits Times Index was 49.54 points higher at 1,669.83 shortly after opening.
