Embattled Indian PM keeps top team in reshuffle

NEW DELHI - Indian Prime Minister Manmohan Singh sought to combat accusations that his government had lost momentum by reshuffling his cabinet on Tuesday, but made no major changes to his top team. The finance, home, defence and foreign affairs posts were unaltered in the Congress-led government, but high-profile environment minister Jairam Ramesh was promoted to the cabinet and moved to the rural development portfolio.
