We refer to Mr Lim Yong Keong's letter published in the The New Paper on 29 Jan.

Diners Club has a tie-up with AXS to offer consumers a lucky draw. When they have paid their bills via AXS machines, they are invited to participate.

Should they choose to do so, they will also be invited to apply for a Diners Club card.

The invitation, on the AXS screen, presents consumers with a choice. One button says "Yes I want to join the lucky draw and also receive a Diners Club Ace credit card", and the other button says "No". Upon pressing the "No" button, consumers will be enrolled in the lucky draw but they will not have applied for the card.

If consumers press the "Yes" button, they will be prompted to supply information such as their date of birth, name, address and contact number. This is to allow Diners Club to perform appropriate due diligence and to enforce necessary safety procedures.

Consumers will be prompted again by the AXS machine to select one of two buttons.

One states "By joining this lucky draw, I am also agreeing to receive a Diners Club International Ace credit card subject to approval". The other states "Exit".

Consumers are also prompted to confirm the particulars they have entered. Only then are they presented with a screen stating clearly that "Diners Club is processing your application for the Diners Club card".

Our records indicate that Mr Lim had paid his bills at an AXS kiosk on 9 Nov last year.

Mr Lim himself must have supplied his particulars and indicated confirmation of his intention to apply for the Diners Club card.

Thereafter, Diners Club sent him SMS messages to first inform him that the card will be mailed to him, and second to remind him that he must activate the card at any AXS payment kiosk before it can be used.

This is part of the completion of Mr Lim's application process and part of Diners Club's safety procedures to ensure that the card does not end up in the wrong hands.

We respect Mr Lim's choice not to activate and use the card. No liability will be incurred on Mr Lim's part under these circumstances.

Diners Club Singapore is both careful and prudent in issuing cards. We adhere strictly to the guidelines as set out by the governing authorities at all times.
