MEANS testing is a necessary evil to ensure that healthcare subsidies go to those who need them the most.
I am glad to see that, under the guidelines, about 60 per cent of workers will get the full subsidy when they choose to stay in a B2 or C ward in public hospitals.
Initially, my concern was that those with a higher income may have exceptional financial difficulties, and that their high-income status may not truly reflect their real financial position.
I am happy to hear Health Minister Khaw Boon Wan saying that he would be flexible on such grey areas.
However, I would rather have clearly spelt-out guidelines so that hospital administrators as well as patients are fully aware of them, especially when it concerns matters as sensitive as healthcare costs.
In most countries, healthcare remains a touchy and emotional issue which do not go down well with the general public.
I am happy that the policy in Singapore will benefit 60 per cent of Singaporeans, based on the data released by the Health Ministry.
Kudos to the Minister for having the foresight and courage to tackle such difficult issues.
Overall, the changes are positive.
No doubt, some of these changes have resulted in slight increase in premiums, but you cannot introduce better coverage without raising the costs.
