IF A dog-owner moved from a private condominium to an HDB flat, what happens to the dog if it does not fall under the HDB approved breeds?

If he is unable to find a private home for the dog, what is he to do with it?

HDB and AVA should make an exception for such cases to discourage people from abandoning their pets.
