Why pay for sanitary fittings?

THERE seems to be a recurring "hidden" cost in utilities bills.

There is a fee levied on "Sanitary Appliances" by SP Services every month. I cannot understand why households are paying a recurring fee for each sanitary fitting, with GST added on.

This can add up to a substantial sum annually.

We pay for the use of water, and presumably have paid for the cost of installing sanitary appliances (which I gather must mean toilet bowls).

Could SP Services explain the rationale behind the charge?
