We refer to the letter, "No upgrades for two HDB blocks" (my paper, Dec 24, 2008).
The lift-upgrading programme (LUP) will be offered to blocks without direct lift access and where it can meet the cost cap per benefiting unit.
The purpose of the cost cap is to maximise the LUP budget and to allow as many residents as possible to benefit from the programme.
In the case of Blocks 353 and 355, Bukit Batok Streets 31 and 34, there are only four benefiting units in each block.
The cost of providing direct lift access has exceeded the cost cap.
Hence, the LUP was not offered to these two blocks.
However, the Housing Board will continue to look into new technology and methods to bring down the cost so that more blocks can have their lifts upgraded.
