I READ with intrigue last Saturday's report, 'Missing link between town councils and residents'.

Senior Minister Goh Chok Tong's view on the current situation is valid. By most accounts, the town councils are seen merely as sub-agencies of the HDB, which collects service and conservancy charges to keep blocks clean.

In fact, many do not know how the town councils work and were enlightened earlier this year when it was highlighted that they have made investments of their own.
