Farmer admits to charges after his dogs attack two people and a cop

The Star/ANN | Thursday, May 1, 2014

SEREMBAN - A farmer pleaded guilty at a magistrate's court here for being negligent after two of his dogs escaped from his farm and attacked three people including a policeman.

Three charges were read to Lam Soon Seng, 51, through an interpreter.

In the first two charges, Lam was accused of being negligent after his canines, which were bulldog mix breed, attacked nasi lemak seller Hoosni Anuar Hamid 44, and Indonesian maid, Rukimah Juwandi, 51 at 7am at Kg Masjid, Lenggeng last Wednesday.

He was also charged with being careless after the dogs attacked Lance Corporal Mohd Nasir Sulaiman, who was attached with the Lenggeng station, at the same place 50 minutes later.

Lam was charged under Section 289 of the Penal Code for negligence with respect to animals under one's possession, which carries a jail term of up to six months or a fine of up to RM2,000 (S$770) or both.

Despite the guilty plea, magistrate Mohamad Izwan Mohamed Noh said the court would only sentence Lam on May 20 after it peruses the medical reports of those injured.

Deputy Public Prosecutor Nabilah Mohammad Zanuddin then proposed a bail of RM4,000 for each charge.

However, Mohamad Izwan allowed a bail of RM2,500 for each charge after Lam said he could not afford the proposed amount. Lam later posted bail.

According to press reports, the two dogs had pounced on Rukimah outside her employer's home after she returned from buying nasi lemak from Hoosni's stall.

Hoosni, who witnessed the attack, then tried to scare the dogs by honking, causing them to run away.

By then, Rukimah had suffered a torn scalp and broken arm.

The dogs pounced on Hoosni when he returned to his stall. He was bitten on the mouth and arms.

Lance Corporal Mohd Naser, who was passing by on a motorcycle, tried to stop the attack but was bitten on the ankle.

He then rushed back to the station and came back with a shotgun.

He shot the dogs which were still lurking in the area.

Both Rukimah and Hoosni were warded at the Tuanku Ja'afar Hospital.
