FUGITIVE Richard Yong Kun Da, escorted by three Commercial Affairs Department (CAD) officers, was brought back last night on a flight from Hong Kong.
Yong, 65, wearing a blue jacket and jeans, was immediately whisked off to the Police Cantonment Complex, arriving there at about 10.45pm.

The former National Kidney Foundation chairman is expected to be brought before a district court today where he faces criminal charges carrying jail terms.


A joint statement by the Ministry of Law and the CAD said Yong will face charges under the Penal Code and the Bankruptcy Act.

Yong and his wife, On Shu Kio, 64, had left Singapore via Woodlands Checkpoint just hours after he was declared bankrupt on May 16.

The bankruptcy order was issued in the wake of Yong's failure to pay nearly $1 million to NKF after losing a civil suit earlier this year.

It is an offence for a bankrupt to travel out of Singapore without permission from the Official Assignee.

Those who do so may face up to two years in jail and a maximum $10,000 fine.

It is also an offence for a bankrupt to try and avoid payment to his creditors by making fraudulent transfers of his assets.

Those found guilty of doing so can get up to three years in jail and a maximum $10,000 fine.

Under the Penal Code, a person who transfers or conceals his assets contrary to a court order may also be jailed up to two years.

Before fleeing Singapore, Yong had sold off his properties here for $7.5 million.

He and his wife were on the run for some seven weeks: in Malaysia, then Hong Kong.

In June, the Subordinate Courts issued an arrest warrant on him for fleeing the country and in response to a police report filed by NKF, as he had failed to hand over his assets as required by the law.

The couple, who had abandoned their rented apartment at Cavenagh Gardens and left behind their maid and pet dog, were eventually arrested by Hong Kong police in the southern upmarket district of Stanley on July 4.

Yong's wife remains in Hong Kong where she faces a serious charge of money laundering and is expected to be back in court next month.

She faces up to 14 years' jail and a maximum fine of HK$5 million (S$972,000) for allegedly 'dealing' in ?1.275 million ($3.9 million) - a sum she is said to have helped Yong launder through a bank account in Britain, when she 'knew or had reasons to believe' it was from criminal proceeds.
