Reshuffles in Perm Sec appointments from April 1 onwards

There will be reshuffles in Permanent Secretary appointments in various government organisations. -AsiaOne

Changes will be made in Permanent Secretary appointments from April 1 onwards.

Ms Yong Ying-I

Ms Yong Ying-I will be appointed Permanent Secretary (Public Service Division).

She will relinquish her appointment as Permanent Secretary (Health) and remain concurrently as Permanent Secretary (National Research and Development).

Ms Yong Ying-I, 48, joined the Administrative Service in 1985 after graduating with a Bachelor of Arts (Honours) degree in Economics from Cambridge University on an Overseas Merit Scholarship.

Ms Yong served in the Ministry of Finance, Ministry of Trade and Industry and Ministry of Home Affairs before her appointment as Principal Private Secretary to the then Deputy Prime Minister Lee Hsien Loong in 1997.

She also served in the former Ministry of Communications and Information Technology and the Infocomm Development Authority of Singapore.

She was appointed Permanent Secretary, Ministry of Manpower in 2002 and became Permanent Secretary, Ministry of Health in 2005. She has been concurrently Permanent Secretary (National Research and Development) since 2011.

Ms Lim Soo Hoon

Ms Lim Soo Hoon, Permanent Secretary (Public Service Division), will be appointed Permanent Secretary (Finance) (Performance).

Ms Lim, 53, joined the Administrative Service in 1981 after graduating with a Bachelor of Economics (Honours) degree from the University of Adelaide on a Colombo Plan Scholarship. She also has a Masters of Public Administration from Harvard University.

She has served in various portfolios in the Ministry of Trade and Industry, the former Ministry of Communications and Information, the former Ministry of Labour and the Registry of Vehicles.

She was appointed Permanent Secretary, Ministry of Community Development in 1999 and became Permanent Secretary (Public Service Division) in 2005.

Ms Chan Lai Fung

Ms Chan Lai Fung, Permanent Secretary (Finance)(Performance), will be appointed Permanent Secretary (Education Policy).

Ms Chan, 48, joined the Administrative Service in 1987 after graduating with a Bachelor of Economics (Honours) degree from Monash University on a Colombo Plan Scholarship.

Ms Chan has served in various portfolios in the former Ministry of Communications and Information, Ministry of Health, Ministry of Finance, Public Service Division, Ministry of the Environment and Ministry of Trade and Industry.

She was appointed Permanent Secretary, Ministry of Law in 2006 and Permanent Secretary (Finance)(Performance) in 2009.

Mrs Tan Ching Yee

Mrs Tan Ching Yee, Permanent Secretary (Education), will be appointed Permanent Secretary (Health).

Mrs Tan Ching Yee, 47, was a Statistician and Research Economist in the Ministry of Trade and Industry before she was appointed to the Administrative Service in 1991.

She has served in various portfolios in the Ministry of Education, Ministry of Information, Communications and the Arts and the InfoComm Development Authority of Singapore.

She was appointed Second Permanent Secretary (Education) in 2005 and Permanent Secretary (Education) in 2007.

Ms Yeoh Chee Yan

Ms Yeoh Chee Yan, Second Permanent Secretary (Education), will be re-designated Permanent Secretary (Education Development).

Ms Yeoh Chee Yan, 51, joined the Ministry of Defence in 1985 after graduating with a Bachelor of Arts (Honours) degree in Philosophy and Psychology from the University of London and a Master of Science degree in Social Psychology (with Distinction) from the London School of Economics.

Ms Yeoh was appointed to the Administrative Service in 1997. She has served in various portfolios in the Public Service Division, Ministry of Community Development and Ministry of Defence.

She has been Second Permanent Secretary, Ministry of Education since 2008.
