I REFER to the letter by Mr David Kwok Ng Kan, "Use 75 per cent opt-out vote for lift-upgrading programme" The lift-upgrading programme (LUP) is a costly programme that is heavily subsidised by the Government. To ensure that upgrading funds are well-utilised, the programme can be carried out only if residents give their support. The requirement for residents to vote will ensure that flat owners consider carefully their need for the programme, Hence, HDB will proceed with the LUP only if 75 per cent or more of the eligible flat owners voted in favour of the Blocks which fail the poll can be considered for the LUP again, but town councils will take into consideration other Mr Chee Kheng Chye
