By Elena Chong, Court Correspondent LIFE-SAVING equipment is a must on board a sailing boat, but the life jackets do not actually have to be worn, a coroner's court was told yesterday. According to the racing rules of the International Sailing Federation, each competitor is responsible for his own safety. This was revealed yesterday by a sailing coach at the continuing coroner's inquiry into the July drowning of first-year Singapore Management University (SMU) student Levin Angsana in the sea off Raffles Marina, Tuas.
